My understanding of this service instruction is that it adds yellow bands to the fuel gauges and nothing else.

The reason for the service instruction is that some geneous made a prolonged slip when he was almost out of fuel and managed to unport the tank he was using. The lawyers countered with a service instruction to make you land with 15 gallons of fuel left in the tanks.

I fly an A23 which I think is the same as the A23-24 except for some beefing up of structure around the baggage compartment. I believe that your model also returns all excess fuel to the left tank. I will run the right tank pretty far down in level flight with altitude and land on the left tank with 10 or more gallons in it. I don't do maneuvers with the tank that I am using below 1/4 indicated.
