Technically, only the valve manufacturer or an approved shop can “rebuild” the valve, and term it “rebuilt”. An A&P can make repairs, when they are feasible and don’t require specialized data and tools.

To my knowledge, which is admittedly limited regarding Skippers, there are no “rebuild kits” for the fuel shutoff valve. The parts manual shows the valve as PN 108-389002-1. There is no parts breakdown shown for the valve. This number is no good in the RAPID search. I have placed an inquiry with my Beech contacts, most of whom are rapidly retiring (like me).

If you are able to send me the valve to take a look at it, I may be able to repair it for you. I have a very complete collection of Mil-spec o-rings, and have experience with several different types of valves. I would like to have the opportunity to take photos of your valve and its parts, in order to post repair instructions on BAC. Here is the response I received from my Beech contacts:

Good Morning Mike,
Part number 108-389002-1 is a good number off our engineering drawing for the Skipper fuel system. It appears our “parts department” hasn’t had an order for the shut off valve in quite a while, and has taken it out of their system. They would need to set the number up again following the receipt of an order for one.

The shut off valve is made for us by AUTOVALVE. It does not appear that they have ever given us a detailed parts breakdown of the valve.
