The aviation norm is to classify voltage by the charging value, while in cars it is classified by the battery value. A 14V charging system uses a 12V battery, and a 28V charging system uses a 24V battery.

Pilotdiscount.com is a good source for a fairly low-cost portable voltage converter for use with portable 12V devices. The price new is $59.95; lowest I’ve ever seen for a 28 to 14 (24 to 12) converter.
