One more point. There are numerous jet arrivals inbound to LaGuardia (LGA)
flying up the Hudson when wind is out of the Eastern quadrant. I've flown
this northbound route many times. These guys are not very far above 1000
ft, generally under 200 kts., and are using altitude hold, but believe me
they are sightseeing as much as you are. They are in communication with
Approach and do get traffic advisories from them but that's not Radar's
primary job, just a service traffic permitting. At the lower altitudes your
"pop up" return may not be visible and even then Radar may be to busy to
point you out to their arrivals. S0 watch your altitude on this trip. If
you wander too high your trouble may be more substantial than a call from
approach control.
