A Notice of Proposed Rulemaking (NPRM) affects Beech Model 77 Skipper

If adopted as an Airworthiness Directive (AD), this rule would require
owners of Beech Skippers serial number WA-1 through WA-312 to replace
all circuit breaker-type switches within 12 months. There have been
six Service Difficulty Reports (SDR) filed on this issue in the last
five years, all in Model 58 Barons, and no NTSB report in any type
Beechcraft associated with the failure addressed in the NPRM.
FAA-estimated compliance cost is $185 per switch, installed. Parts cost
through RAPID, the only source of approved replacements, is $105 per
switch and part availability is very low.

The NPRM affects a wide range of piston Beechcraft, including the
Skipper. I am working on comments opposing the proposed AD as written
in my capacity as technical manger for the American Bonanza Society.
Although the Notice was published in July, for some reason timely
notification did not come through normal channels and we are near the
end of the comment period. ABS has formally requested an extension but
we do not know whether it will be granted.
