The typical problem is that a little crud plugs the interior drains
and keeps water from flowing. Cleaning the bilge and drain holes, plus
taping the openings like the one you found will probably be easier
than drilling the holes and touching up the paint. Drilling an extra
drain hole might not be noticed, but sooner or later an IA will catch
your neighbor's unauthorized alteration (the official description)
during an annual inspection.

In short, fix the problem, rather than creating an illegal band-aid.
